ACTIVITIES
LACC
accomplishes its mission, vision, goals, aims and
objectives through legal aid, education, training,
dissemination,
advocacy, campaign,
documentation,
fact-finding, research, publications, and networking
Legal Aid
LACC
provides free institutional legal aid, counselling,
mediation services and court representation to the
needy women victims of violence, rape, sexual
exploitation, abuses, domestic violence, social and
religious repression, polygamy, bigamy, battering,
forced divorce and trafficking and child victims of
worst form of child labour, exploitation, sexual abuses
and trafficking. It provides its services through two
special projects: Women Rights Helpline Project and the
Children Justice Center.
Women’s
Rights Helpline Project:
On
January 01, 1999, LACC
established the Women's Rights Helpline project to
provide free institutional legal aid, counselling,
mediation, services and court representation to the
needy women victims of violence, rape, sexual
exploitation, abuses, domestic violence, social and
religious repression, polygamy, bigamy, battering,
forced divorce and trafficking. This project was
sponsored by the Netherlands Development Agency ( NEDA),
Danish International Development Agency ( DANIDA) and

Children’s
Justice Centre:
On 15 November, 1998, LACC established a Children
Justice Center (CJC) in Kathmandu to provide free
institutional legal aid, counselling, mediation
services and court representation to the child victims
of exploitation, sexual abuses, violence, forced and
worst form of child labour. It was established with the
support of the International Labour Organization,
International Programme on the Elimination of Child
Labour (ILO-IPEC). The project is still continuing..

Legislation/Policy
influencing:
The mission of LACC is to reformulate
the existing gender-discriminatory system in public
policies, legal and social system through legislative
and judicial process. Thus, the basic aim of
LACC is to influence the legislative
reforms and public policies concerning the protection
of the rights and interests of children and women,
promotion of gender equality, women’s empowerment and
gender-equitable development It has undertaken
massive policy influencing activities in 2001-2002 to
get the Eleventh Amendment of Country Code enacted into
law.
Advocacy
and Campaign:
LAAC
has been working to influence the
legislative reforms, official and public policies for
the protection of the rights and interests of women and
children, gender equality, gender justice women’s
empowerment, gender-equitable development and social
justice in Nepal. In 2001-2002, LACC undertook
an advocacy and sensitization project on property
rights in 10 districts and trained 1,000 people. It
was sponsored by the USAID. It undertook advocacy and
lobbied with the Prime Ministers, Ministers, members of
Parliament, Judges, Lawyers, Media persons and others.
The efforts of LACC and other women's group produced
effective results. Finally, after a sustained struggle,
the
Eleventh Amendment Bill was
enacted into
law.
Legislative
drafting:
LACC, as a legal
organisation drafts legislation. It provides legal
inputs, recommendations and guidance to the law makers
in drafting legislation. It provided technical support
to the the concerned Ministries of His Majesty’s
Government of Nepal in drafting the Women’s
Equal Property
Rights Bill, now called as Eleventh Amendment of Country
Code ( Muluki Ain).
Workshop,
Training
and Seminars
LACC has been organising
four type of training - legal training; human rights
(child and women’s rights) training, leadership
development training; and sensitization programmes as
follows:
Legal
Training Programme:
LAAC organized annual short term legal training to
women lawyers. The Women Lawyers Mentoring Programme
focused on legal leadership and professional skill
development of women lawyers. LACC completed legal
training seminars for women law students for enabling
them to pass the Nepal Bar Council Examinations and
Judicial Services Examinations. The emphasis was laid on
producing high quality lawyers with strong theoretical
and practical knowledge of women’s rights and advocacy.
LACC has organised legal awareness and legal literacy
programs in various districts. It has also organised
training, seminar, workshops and sensitization
programmes on child and women’s rights for Judges,
Public Prosecutors, Attorneys, Medical doctors, Police
officials, Media persons and the Parliamentarians.
LACC
has organized legal awareness, legal literacy and legal
advocacy programmes in 44 districts of Jhapa, Panchthar,
Bhojpur, Nuwakot, Makwanpur, Lamjung, Parbat, Dadeldhura,
Saptari, Dhanusha, Nawalparasi, Kavre, Chitwan,
Kapilbastu, Dang, Palpa, Kailali, Surkhet, Siraha, Banke,
Bhaktapur, Dhading, Baglung, Gulmi, Arghakhachi,
Rupandehi, Gorkha, Tanahu, Sunsari, Dhankuta, Baitadi,
Kanchanpur, Ilam, Morang, Bajhang, Salyan, Dolakha,
Sindhupalchowk, Sarlahi, Mahottari, Kaski, Syangja,
Parsa, Bardiya, Kathmandu, and Lalitpur.
Human
Rights Training Programme:
LACC has been organising
human rights training to enhance and strengthen the
capacity of different target groups at various level.
Its target groups included Members of Parliament,
Judges, Public Prosecutors, Police officials, Government
officials, University Professors, lawyers, medical
doctors, teachers, media persons, human rights
activists, local elected women leaders and members of
general public.
Leadership
Development Programme:
LACC organized Leadership Development Training Program
for the Elected Women Leaders at the Village Development
Committees (VDCs) level as a part of the promotion of
gender-equality, gender justice, gender-balanced
development and Beijing Platform for Action.
It has been implementing a four
years long Leadership development programme for the
elected women leaders at local since 2001 and trained
700 women leaders in two years. It is sponsored by Novib

LACC publishes a bi-annual legal magazine LACC It has
published a number of books pertaining to family law.
It has also published posters, leaflets,
brochures related to
advocacy and

Networking:
LACC has established
networking in eleven districts.
International Participation:
LACC members participated in various international and
regional conferences and seminars. They participated in
the World Conference on Women, Beijing, Post-Beijing
Conferences, sessions of UN Commission on Status of
Women, UN Working Croup on Minorities, International
Conference on Population and Development (ICPD) and
World Health Organisation’s regional meetings etc.
